Thomas M. Mutwiwa is the Secretary, Mines, State Department for Mining, Ministry of Mines, Blue Economy and Maritime Affairs. He has served cumulatively for twenty-seven (27) years in the public service. Mr. Mutwiwa was appointed as an Assistant Mining Engineer in 1998. He worked in the Mombasa Provincial Geologist’s Office from 2001 to 2018. He left the Mombasa office as an Assistant Director of Mines in 2018.

In 2019, Mr. Mutwiwa was appointed as the Acting Managing Director for the National Mining Corporation. He developed the institutional instruments and laid the foundational structures on which the Corporation would anchor its future development and progression.

Mr. Mutwiwa left the Corporation in 2024 and served briefly as the Director of Commercial Explosives within the State Department for Mining before his current appointment as the Secretary, Mines.

He holds a Bachelor’s Degree in Civil Engineering from the University of Nairobi and a Master of Science in Project Management from Jomo Kenyatta University of Agriculture and Technology. He is a member of the Kenya Institute of Management (KIM) and a member of the Environmental Institute of Kenya (EIK).
